[APML]: Tech Pan Problem

Does anyone know how to keep hypered Tech Pan from getting pin (or
sometimes larger) holes during development?

I've been able to reduce the problem by not using stop bath but not
completely elinimate it. Somewhere I read where it said to do this.

Also, it never seems to happen on an unexposed frame or a thin
negative, i.e., little sky fog. In fact it only seems to occur
on frames with significant sky fog. Why would this be?

Suggestions are welcome.
