I don't know whether you've looked through the Temmon Guide but 
despite a market population less than half the size of the USA
it looks like they have twice the advertisement space of S&T and 
Astronomy combined.  And almost all of the major manufacturers 
you see over here are also advertising over there.

The editorial attitude that you mentioned seems to have no basis
in reality.  If they would bother to produce an excellent magazine
they will expand their readership and the advertising dollars are
going to follow the circulation in spite of how much supposedly the
manufacturers don't like accurate reviews.
