I'm happy to report that the ring came out in one piece and is now
baking happily in a 400 degree oven for 4 hours (per SBIG website).
It was not glued down and was sliding as I tipped the CCD head. The new
ring is installed and I expect to post tomorrow that the ring was the
source of my problems as the power supply battery appears to be fine.
What I now wonder is if I should keep the head in a ziplock with
desiccant in it during the times it is not being used. Typically I just
leave it capped in the observatory when not in use.
