Hi Alan---sorry, I don't have any idea how to safely clean your 
negatives, but
my experience with the dust reductions on my scanner software is that they
affect the stars in the photo too. I don't like the result on mine.

Good luck--I'll bet Jerry L. can give some good ideas of what to use to 
clean the film.
