Actually many public shipping companies were refusing to accept
compressed gas cylinders of any kind before 9-11, and some of those who did
started charging an extra "hazard fee". 9-11 just magnified that situation.
It's a matter of perceived threat more than proven threat
anymore. For exmaple some companies will not ship rare earth magnets by
air anymore, even tiny little ones.
