I think the plastic page with pockets is the way to go---I still have old
boxes of slides from years ago that I haven't managed to put in any
organized order. The "Print File" sleeves are easy to put in chronological
order, are supposed to be archival,  have a 3-hole punch border (if you want
to keep a few in a binder temporarily),  come in all film sizes, and have a
white area on the edge for identification and notes. And, as you noted, you
can lay them on top of a viewing box and check them without taking any out
of the pockets. They also have a sleeve at the top for suspending in a file
drawer with those folder support rods, but I don't use them; just slip them
into regular manila folders which sit in suspended file holders in the file
drawer. Slide sleeves and negative sleeves all go in together in
chronological order. Keeps everything vertical with no slumping, in the
dark, and away from excess heat or moisture.

Of course, as I accumulate more, keeping track of them is a problem, but at
least I have a date and major subjects written along the top of the sleeve
where it's easy to see. I have also finally started to construct a simple
database with a brief description of each film and I'm trying to keep that
up to date with new stuff. Getting the old stuff recorded is another matter
