[APML] PLEASE - what is the clearity rating scale?

I've asked this question before and have not received an answer (sometimes I 
wonder what I have to do to get a question answered - that is said half in 
jest and half not)...

What is the 1 - 10 clarity (seeing) rating scale and how do you use it?
I know someone on this list must know because I see it used from time to 
time (Tony)...
