Very true. A good way to be consistent is to make an audio cassette tape
(or, these days, a CD) of the procedure with all the little steps recorded
at the right times. It reminds you of all the steps in advance and tells you
when to pour out, what to add next, when/how to agitate, etc. It makes
developing film a "no brain" process.

Mine starts with a reminder of all the chemicals needed, the bath temp, etc.
Before making the tape, I timed the duration of removing/adding chemicals to
the developing tank and included them in the timing plan. Anyway, it goes
through all the steps all the way through final wash.

Making a little tape like this can prevent a lot of errors, reduce your
headaches and achieve consistent results.
