Yo Bobby;
                 Use water and developer at room temperature, and then 
adjust your development times to match  the water temperature.  My darkroom 
is in the basement, and is insulated, so my room temeperature down there is 
fairly consistant year round.  However, I keep a set of developing times 
around to vary with temeperature changes.
         I would say the "best window" for all B&W developing is between 
68F to 75F.   To keep in that range, a bottle of water kept in the 
refriderator during summer and a kettle to warm up water in winter is all 
you need.  You do not heat or cool ALL of you water, just a half cup or 
whatever is needed to raise or lwoer temperatures.

         The one very critial factor is consistancy.  In all things, remain 
consistant.  For example, some people start the timer, then pour in 
developer, while others pour in developer than start the timer.  Either way 
works - as long as you do it the same way every single time.
         I fyou keep your developign technique consistant this way, and you 
ever encounter problems, beign consistant will make it a 100 times easier 
to find any problem that plagues you.
