Are you speaking about TP or colour film?
Colour film have this effect (that should be no harm anyway).
I have never noticed this effect on B%W films.
Soaking is useful specially with large format.
With 35 mm the chemicals cover the film surfac very fast and the danger
of spots is much less.
Remember that if you soak the film, the developer acts slower as it has
to replace the water on the film surface.
It is necessary increasing agitation on the beginning and finding a
reasonable increase factor of developing time.
Contrast should not vary if you agitate well during first minute, the
most important part of the process.
I can not explain the reasons of such a disater in your attempt.
Soaking process is recommended by experts and famous astrophotography
books writers...ask Brad Wallis.
