I used to have problems with dust on the negatives until I used a heat gun 
to decrease the drying time.  The faster the film dries the less chance 
there is for dust sticking to the film.  I use a "Monocote gun" (similar to 
a hair dryer, but hotter) which uses a heating element and fan to force hot 
air onto a surface.  It is primarily designed to shrink plastic film used in 
covering model airplanes.  You must use care in not overheating as this 
might cause a problem.  However, in my 20+ years experience with using it 
with Tech Pan and other black and white films, I have never encountered a 
problem and almost never get dust on the negatives.  Also, since dust specks 
are extremely rare with a heat gun, I have never seen a need for making a 
drying booth.
