[APML] cause of film defects?

Hey all,

Some of the film I got back from a recent astro trip has small circular 
bright spots on the film.  See:

which is a full frame crop.  The ICE feature on my scanner gets rid of 
them, but at the expense of a bit of image sharpness I think.  (Plus the 
hassle of rescanning, etc.)

I suspect an issue with the development as I used a new lab for the 
processing.   I would appreciate comments about the cause of this 
problem.  (Note: PEC doesn't seem to take the blemishes off the film).
