Yes on both parts...my typical site is at the southern end of the valley, blocked from the lights of Ridgecrest by a slight rise in the terrain in between. When the wind isn't blowing, it is surprisingly calm and has good seeing there..kind of counter-intuitive for being on the desert floor on the eastern side of the Sierras. Interestingly enough, I am still able to see skyglow from the Los Angeles area this far away (150+ miles?). A 1 1/2 hour drive can put me at about 9500 feet up in the Sierras during the warmer parts of the year. It is absolutely dark at that site...even at the horizons (civilization blocked by the mountains).
