Get a refurbished Dell. They are essentially new from customers who have 
returned them in the no-questions-asked return period but Dell can't sell 
them as new because they've been returned. You'll save some bucks by doing 
this.

Run Win2000 as your OS because there are still some things that don't have 
drivers in XP and because XP, IMHO, crosses the line in what it does to 
prevent unauthorized use of the OS by pirates.

Get as much RAM as you can afford. 512mb is not too much.
