I am writing this on a Pentium II system, but the single biggest
difference is RAM.  My Windows 2000 virtual machine runs with 512 MB
of RAM allocated to it[1].

You are almost certainly swapping which will kill performance.

[1] The system is actually a dual processing Pentium II 450 MHz 
    machine with 1 GB RAM running RedHat Linux 7.2.  I run VMWare's
    virtual machine under Linux where the virtual machine is Windows
    2000 with 512 MB allocated to it.  Performance editing 50 MB
    (uncompressed) TIFF images with PhotoShop 6 is quite acceptable.
    And with Picture Window Pro it is even better.
