I can't comment on pushing the E100S or its suitability for 
astrophotography, I don't know anyone who has used it for that. I used the 
E100SW in 1996 processed normal, and it was ok for astro.

But, he might want to consider the Fujichrome 100F, it's a proven performer 
for astro, see:  Stephen Pitt's summer milky way and Rho Ophiuchus shots at:

for examples of the 100F pushed one stop.

Also, he might consider using one of the new low noise Digital cameras like 
the Canon D60. The longest exposures limited by noise should fit nicely 
with what he will be able to shoot. See Mike Unsold's stuff with the D60 at:

Then he wouldn't have to worry about radiation exposure to the film.
