Sometimes one, sometimes the other (and sometimes both?). Two
ancient examples: The venerable Olympus OM-1 has a little knob
on the side of the lens mount area that you turn (I find it 
darned hard to do, sometimes). The equally venerable Pentax 
K1000 has "unofficial" mirror lock-up that you activate by 
tapping the shutter release button. Awkward to use in practice
but better than not having it at all.
