Photoshop CS works only with 15bits, not 16. If you trully have data in all the 16bits, then you are lossing a half of your valuable data.

Problably you are not scanning at 16bits. The bit deph of scanners rarely go over 14bits. The output is a 16bits TIFF, FITS or RAW image, but it doens't means that you scanned the film with that accuraccy.

That is the best choise: convert to 8bit only when printing or saving to jpeg.
