First, be sure "formatted" is not selected in the standard formatting
toolbar.  I typically use normal unless I have specific reason otherwise.

Then, check to see your cascading style sheet support settings (Tools - Page
Options - Compatability)
If you select IE only in the Browsers dialog, and/or 4.0 or later in the
Broswer versions dialog, then you are biased toward getting what you are
looking for at the expense of being specific to the latest versions of IE.
As you select more general settings (e.g. Netscape support and older
verisons) then FrontPage gets a little more cranky.  Play with the CSS 1.0
and 2.0 settings and see what you can get you can live with.

Finally, selecting Format - Style, then selecting the desired style from the
list, you can modify its appearance by clicking Modify, then Format, and
picking one from the list of Font, Paragraph, Border, Numbering, or
Position.  Those choices will be assigned to that style name and applied
uniformly thereafter.
