Just a though - is it possible your ISP has internally firewalled some of
their servers? This is becoming increasingly frequent since the M$ viruses
and worms will not go away.

If so you might make sure your ftp client - WS_FTP, or whatever you are
using, is in passive mode. Without going into techie details this setting
makes a tremendous difference when dealing with firewalls.

This program will not due passive mode ftp so it is essentially worthless
