I think the 1000 uf capacitor is on the wrong side of the regulator. It should be on the output of the bridge.

Here is a sketch of my Lumicon model 300 hyper kit temp chamber controller I built for less than $25 in radio shack parts.  The key element is the thermistor, a temperture sensitive resistor available at Digikey.com for example or Newark that makes it all work.  Since I built this thing in the mid 80s, Im not sure you can still get the N chanel mosfet listed, but most any will work.
 
Any electronics technician could get this circuit working in no time.  The schematic is at:
 
 
Its a bit crude, but without actually disecting the box, I cant see the pinouts on some of the parts.
