The clear sky clock home page indicates that "The forecast data comes 
from a numerical weather model run by those very cool guys at the 
Canadian Meteorological Centre"

Another reliable source for cloud forecasts is 
<http://cimss.ssec.wisc.edu/model/daily/daily.html>.  I also check 
<http://www.rap.ucar.edu/weather/satellite/>.
