[APML] Clear sky clocks <reliability>



Hey all,
 
I put one of those clear sky clocks on my website finally and have a few Q's about its dependability.
According to my weather forecasts, we are to be clouded out till about 9 UTC of the 19th,  http://www.cmc.ec.gc.ca/cmc/images/NT_E_p33_00z.gif?1 , then clear.
This looks pretty optimistic as far as my area and sky clock is concerned.. as far as noaa, weather channel, intellicast and most of the others...I can pretty much forget about the whole idea of seeing anything.
 
Where does the sky clock get its info from?
It seems that the more I search for a weather forecast that is consistent with the other, I run into more distrust....I even ran into a website last night that said we already passed our leonid peak!!!!...and this was a local weather info page!!...not my local of coarse!
 
This is quickly turning into last years event...I probably wont even get the chance for my film not to advance correctly.
 
Am I even deciphering this thing right?
