If there is a flat look to it, this could be a manufacturing problem called
"delamination". That is where the one layer was either not hardened enough,
or over hardened. If it is a processing problem, then the film must have
touched a surface that pulled off the layer or it was a chemical hardening
problem.
Take a piece of strong "scotch tape" and see if you can rub the tape on the
film and pull off the same layer. If it does, show it to the processing
place and ask them if they ever had a problem like this.

I would also file a complaint with Kodak. They should have enough QC data
during coating operation to say yay or nay (They do a standard delamination
test right after coating). Send a sample of the film with the complaint.
