If true, I think it could only occur during processing - A case of rough squeegee'ing ....

Yes you can see a more "flat" look to the spot where the blue is. It really
appears like a layer has been scraped off. That would explain the blue too;
The saw-tooth look is where the jagged edge of the layer was seperated.  And
I'd also bet that it happened during processing but I suppose it could be a
manufacturing problem.
