Gerry,

The photolab I use would insert my negatives into those long plastic
sleeves when I asked them not to cut the negatives.  The negatives would
have light scratches on them.  I now ask my photolab to not sleeve my
uncut negatives and I no longer have problems with scratches.  My lab
leaves my negatives hanging after processing.  I cut and sleeve them
myself at the photolab.
