Sure - the healing brush in Photoshop 7 works in a very similar way to the
clone tool. However you need to use a larger brush size than you'd
normally use with the close tool. For example with this image:

I used a brush size of 28 pixels. Then use it in exactly the same way as
the clone tool. With just a little care, star trails that cross the
nucleus and the tail can be removed quickly without trace. Having said
that, results are not quite so good as when working on the separate RGB and
luminance layers (not sure I understand why).
