Just an fyi, mainly for other future readers of this thread... 

The only "observing" at Lick is with the visitor program or concert series.

Unlike palomar, visiting/parking anywhere near lick at night is not allowed.

The land is controlled by UC.  There is a park in the valley nearby, but 
observing is (imo) not that great there... too much dew... it might be
ok on a very dry night... but its too close to the road.
