Hey Chris,
Same here in West Virginia. Very bright nucleus and nice blue/green
color. I think it needs to climb a bit before it gets attractive with a
more cooperative background sky. I shot some quick digital picks on
tripod and the tail was not very distinct compared to my background sky
glow around 10:15 p.m. EDT.

Just spotted NEAT with 10x50's. Picked it out of the twilight at 8:45pm
EDT. Watched it for 10 minutes before some thin clouds rolled in. Its
quite large! Big coma, I could barely make out a stubby tail. I'm sure
more was there but the sky is a bit hazy.
As for a mag estimate, when comparing it to the 5.2 mag star SAO 152834,
I'd
put the comet around 3.9
