I agree there is need to keep captions with the pictures and that
tables can be used for this.  The original problem was that the
image was placed inside a div element with absolution positioning.
And the suggested cure was to place everything with a table.  But that
is not necessary to get the two to stay together.  All you need is
something like this (excerpted from my web site):

All of the "class" definitions come out of my style sheets.  Apart
from that, the above does just fine for putting the image and caption
together and letting them move based on client-side font changes e.g.,
when I decide my eyes are too tired to read someone's tiny font on my
monitor and so I increase the font size.

I do this too---but then my thumbnails ARE a table and that fits into
the "reasonable use" category.  You have a table indexing your images.
And the captions on my main images are also tables because the
information is tuple of the form (category, description).  See
http://www.astrofoto.org/gallery/constellations/ for the thumbnails
and click on one to get the main image.

You will also find I use tables for navigation elements (e.g., a
menubar/navigation bar) at the top and bottom of the pages.  But the
overall page is allowed to flow as needs be.

So there are plenty of places to put tables, I just think using a
table to do the whole page layout is not a good idea.  I also get
annoyed at the bad HTML put out by some tools.  I keep wondering why
Mozilla, with its generally very good HTML rendering, makes it so
difficult to generate standards-compliant HTML.  And don't start me on
the Microsoft IE-only generators...they're almost enought to turn me
into a conspiracy theorist :-)
