It is obtained by entering a CCD measurement near zenith on a clear,
no moon night. With the equipment information, Stan was able to
provide normalized unit of measurement that we can use for
comparisons. Here again is the calculator website:

Given the right information, one could use the STV CCD for the
measurement.
