You don't have to reformat to upgrade from Win 98 to Win98 SE,
although I
admit that I usually do strip the system all the way down and start
over.
Windows systems tend to develop a lot of orphan files and become
cluttered
with multiple versions of dll files, so I think that reformatting
tends
to produce a more stable system.

On the other hand, Windows 2000 is yet much more stable than 98SE, so
that
might be the better option.
