Is it possible that you are using 1/4-20 screws on the bottom of the rimgs
that are too long, and they are bottoming out onto the tube, rather than
seating the rings properly against the mounting plate? Check to see that the
length of your mounting screws protruding from the plate are shorter than the
thickness of the Traveler rings where they screw in. This is a common problem
that the screws people use are too long.
