It does look out of focus I must say.  I'll check the transparency under 
a microscope to be sure.  I thnk it's possible the 'Kodak' version was 
scanned with unsharp mask which might make the focus look better.  As to 
the color, that is what is really on the transparency, the scanner is 
seeing the things correcttly, perhaps out of focus.  I checked the Epson 
help and there is supposed to be a focus dialog, but I can't find it.  
Instead I did

I had a piece of hypered Royal Gold 400 that I shot with the TMB-152, an 
AstroPhysics 0.75x focal reducer and a Nikon camera.  I scanned it in at 
2400dpi,  8 scans summed to one.  Here is it:

It looks like focus is fine to me, what you think?  Maybe the focus aid 
I use for the 6x7 is a tad off?  (I didn't realize is but this maybe one 
of my better pics ever)

The transparency really looks this good.  It looks like the Epson 4870 
kills the kodak photoCD scanner.
