Actually its the opposite. The ink bleeding into the film while in
storage prevents the film from hypering in that area. What you get
is a base fog with "Kodak", etc. areas that are NOT fogged.

This was a problem years ago then it went away AS LONG AS you 
had fresh film. I had a batch of film that hypered beautifully.
Samples from the same batch one year later showed the problem.

The problem seems to have re appeared even with fresh film. Maybe
its not so fresh after all. Perhaps with the reduction in the
use of Tech pan world wide we are getting film that has been on
the shelf longer.

This, as Kent says, only happens with high-vac hypering. With
low vac hypering the problem doesn't show but you can't reach
the level of sensitivity. For fast systems this may be an 
acceptable trade off. Maybe for fast systems you could use
a low vac hypering technique.
