You are correct.  Overall, dot gain is the biggest factor (generally, about 20% for newsprint), but you would need the ICC profile 
for each printer.  Even the order that the colors are printed makes a 
difference.  While you can guesstimate and say that most newspapers can 
use setting X and most magazines can use settings Y, it will be an 
approximation, but better than nothing.
