Peter,
You made a very interesting observation. The
more efficient cutoff lighting lights the ground rather than the sky. The
space photographs show the area that is lit rather than the number of photons
sprayed into the sky. Basically you can only rely on the space view to
show areas where there are few people (who light up the area). For
astrophotography, you need both dark and transparent skies. Space photos
won't tell you much about transparency. Infrared imaging may show water
vapor, so look at local weather satellite views. You will have to "go
there" to check out the promising sites you find from space photos. I'm
sorry I don't know a source for the photo coverage of your area.
