Here is what I do with one-gallon D-19 packages.  I measure the total powder
using the quart graduate measure that I mix chemistry with.  Make sure the
powder is shaken down so it is fairly uniform in density.  I then put half
of the powder in a rubber lip capped Mason jar.  This seals it from further
exposure to air other than what is in the jar already.  The other half of
the powder I mix into a half gallon of D-19.  I further split this into two
quarts.  One is filled to the absolute top so there is no air at all in the
bottle and then sealed.  The remaining quart is the one I use for three
months, then discard it.  Then I open the sealed quart and use it for three
months.  When it is discarded, I get out the other half of the D-19 powder
and make up another half gallon, which is then split like the first and use
them for the next six months.  Since there is rarely more than three or four
rolls developed in each quart, this system has worked well for me for the
past 20 years.  Keep the mixed quarts out of heat and in a dark place.  Same
with the unmixed powder.

Which explains why I handle D-19 while wearing lead-lined underwear <G>.
For years I practically swam in the stuff and other than growing a sixth
finger on each hand, it has not bothered me that I know of.  But some folks
are much more sensitive to chemistry than others.  Just rinse it off quickly
if any gets on your skin.
