Perhaps you're confusing bubbles with emulsion flake-outs. The latter
is common on TP. They are odd shapes and sizes. The emulsion is completely
gone from the film base.

I'm not entirely sure how to eliminate emulsion flake-outs. Eliminating
the stop bath is a good first step. Don't over fix is another.
