Roland:
if you are going to be using Tech Pan for astrophotography, then, in general,
D-19 is the developer of choice. D-76 is a totally different developer,
usually used for 'conventional' photography and films. D-19 is a high
contract developer and D-76 is a much lower contrast, long scale developer.
D-19 is preferred for deep sky, nebula, galaxy objects. For bright objects
and objects with large tonal ranges, like the moon or bright nebula (M42),
D-76 can and is sometimes used.
