Well, I don't even know what state you are talking about since there is a 
Tower Mountain in Washington and one in Colorado, and one in Ontario and 
one in Arizona (ok, so I gave up looking in google), but if you put in the 
coordinates of the observing site you are interested in into 
Cleardarksky.com you can find out a whole lot about the darkness of various 
locations...

for example here is the page for Ritter Butte:

It doesn't get any darker than this...
