Those are expiration dates for the film. These films are "pro type films,
normally planned to be kept refrigerated. The longer these films are stored
before exposure, the more degradation, usually color shift, but can result
in less color sensitivity. If they were kept very cold, just above or well
below 32°, they may be alright. Of the films you mentioned, the best is
probably the PPF400 because it is more recent. PPF400 can be used
unhypered.
There has been some discussion in the past on APML about storage temperature
effects (refrigerated or frozen). There is not a clear consensus which is
best.
One other thing that also affects films stored a long time is exposure due
to gamma radiation. Neither refrigeration nor freezing can protect from
this effect, it's purely a matter of age. Discussion of this effect is also
