I am not certain, but Tony Hallas' website states not to send film to
them for developing.  If you are not using any special film like
hypered, you should be able to mail it off to a reputable processing
house.  As for scans, both:

do this for quite reasonable prices.  You will be having it done by an
astrophotographer.  Good luck and please show us how they turned out.
