Well, no, but sort of. This is a controller for the Gecko. You can program
them to do what you want but this sounds like overkill for your project.
You can take a Gecko and feed it a clock signal from a relatively simple
circuit.
A really cheap solution is one of those little hobby kits. You have a
variable pot that controls the
speed. Unfortunately I can't remember any of the
kit names but a local electronic hobby supply shop should have one. They
run in the $20-30 range IIRC.
