Only when the photographer took a fairly bad image to start with. :-)
It can be a lot of other things, but it's not the browsers anymore.
Well, maybe AOL. They are so far back in a cave, I don't really know
anything about them...
It's usually either the monitor is not calibrated correctly, or it's set to
a limited color depth like 256 colors, or Photoshop's color management is
not set up correctly, or the photographer is working in the wrong color
space...
But mostly, it's that the photographer doesn't convert the image from
whatever the working space is in Photoshop to sRGB before saving as a JPEG.
