Those settings are not relevant; it is setting the order or devices to
check for booting your computer.
Somewhere, your BIOS should have a screen which shows what IDE devices
are connected. It is quite possible that you do not have those set to
autodetect. Find that screen---consult your computer's documentation
if you have it available. If you assembled it yourself, you should
have documentation on the motherboard which will walk you through the
process. If you can't find the docs, check the manufacturer's web
site.
For each of the drives other than your first hard drive, try the
BIOS's autodetect process. With some BIOSes this will happen when the
computer boots. With others it will probe immediately and tell you
what it found. In either case, you should get the drives recognized
the next time you boot.
Also, if you leave the IDE cable unplugged, you can plug/unplug the
power cable to the drive to listen for the drive spinning up.
