Bill,

On my website, I have a little article about dew.

I only use a heater (and a homemade controller that 
senses the air and OTA temperatures). The controller 
only turns the heaters on if the OTA temperature drops 
to within a specific difference of the air temp. This 
minimizes power consumption. 

If you use both a heater and a dewcap, you might save 
just a little power.
