For now, let me clarify that I did use the HP s/w and clicked on the "image 
size" button to set the scan for 2400dpi, which is a custom setting not 
used in the PhotoSmart defaults. The resulting TIFF file is on the order of 
20M, which is the same size is my Kodak TIFF files and consistent with a 
2400dpi scan for a 35mm negative, if I'm not mistaken. Isn't that a "raw" 
scan?

In the comparisons on my website, the number of pixels and pixel sizes are 
not different between the two scanners; instead, it appears to me as if the 
depth recorded by each pixel is. I'm still waiting for more expert 
interpretations, aside from Dave's and your useful comments. Thanks!

(I'm assuming below that the HP-provided software is being used ...)
I've been following this thread with some interest and wonder if you could 
try
something.  The HP scanner makes some automatic adjustments to a frame
even if you do not explicitly make a "prescan" changes.  In other words, I
believe the scanner's software does the following :
        - when you insert a negative using the HP-provided interface, the
                scanner reads the entire negative at 300dpi.  I *think* it
                makes some assessment about contrast, brightness,
                etc. from this prescan
        - when an individual frame is selected to be printed, the HP
                tries to make the best scan from what it has determined
                in the pre-scan.  If you make any changes to the settings
                these are in addition to the "automatic" changes that it
                thinks needs to be made.
In short, the HP-provided software does not provide a true "raw" scan.

Would you try scanning your two negatives again using my MSCAN program
and *then* make the adjustments in PhotoShop??  I noticed on my negatives
that I was picking up more detail using my software than HP's ('course my
star pictures stink right now, but that's a different problem :) )  I 
wonder if
the results will be any different..
