To turn off the html feature in Internet Explorer, click "Tools", then
"Options", then the "Send" tab. Check the "Plain text" button in the "mail
sending format" box.
Also, click the "Settings" button and make sure the "MIME" button is marked.

This is not a user problem - mostly Microsoft users are unaware that they
are sending this extra baggage as part of their e-mail. Moreover, I
understand that it is quite hard for the user to turn off the "feature" that
sends this redundant data.
