[APML]: processing in PhotoShop

Happy New Year all!

I am just getting started with my PhotoShop program and would like to ask a
question. I am saving my scanned images in tiff format and after doing the
image processing, I convert them to JPEG for web display. In the conversion
the JPEG image looses some of its 
brightness. Is there a better procedure to do this that will not cause me
to end up with a darker image than I started with?  
Is the tiff format the best to save the scanned images in? You could
probably write a book about what I DON'T KNOW about working with image
files and image processing, so any help is very much appreciated.
